Country context

Climate displacement in Comoros

The Union of the Comoros is highly vulnerable to a wide range of natural hazards, including cyclones, floods, volcanic eruptions, and epidemics, with over 54% of its population living in high-risk areas. Environmental degradation, particularly deforestation driven by reliance on biomass, further amplifies disaster risks. The devastating impact of Tropical Cyclone Kenneth in 2019, which affected 345,000 people and displaced over 20,000, highlighted vulnerability and critical gaps in disaster preparedness and response mechanisms.

Despite efforts to establish a national disaster risk management (DRM) structure through the creation of the General Directorate of Civil Security (DGSC) and the National Platform for Disaster Risk Reduction (PNPRRC), the legal and operational frameworks remain underdeveloped, especially regarding displacement and human mobility. Local communities are insufficiently informed about climate and geological risks, and the country lacks robust systems for early warning, displacement data management, and emergency evacuation planning.

Response

What RE2CLID will do

Location selection

In alignment with recommendations made in the Final Report, Grande-Comores and Anjouan islands have been identified as priority intervention areas. Specifically, the districts of Moroni-Bambao, Hambou and Mitsamiouli-Mboudé in Grande-Comores, and the district of Sima in Anjouan, have been identified as areas of concern. Additional areas and specific locations of intervention are to be agreed between the Government of Comoros, the EU Office in Comoros, and IOM.

Climate vulnerability assessment

Comoros country analysis

The country CVA applies the common methodology with national data and partners. It runs multi-hazard displacement vulnerability and risk assessments, and its results feed into risk-informed preparedness, DRR and adaptation planning at national and sub-national levels.

Questions the country analysis will answer

  1. Which districts and communities are most exposed to the main seasonal and sudden-onset hazards?
  2. How do socio-economic vulnerability and adaptive capacity differ between action areas?
  3. How can results be built into national DRM, early warning and anticipatory action systems?

Analytical dimensions

  • 1Hazard
Sudden-onset (floods, cyclones, landslides) and slow-onset (lake-level rise, drought, degradation)
  • 2Exposure
People, settlements, infrastructure and livelihoods in hazard-prone areas
  • 3Vulnerability
Socio-economic sensitivity, disaggregated by sex, age and disability
  • 4Adaptive capacity
Services, institutions, social protection and coping strategies
  • 5Displacement risk
Combined likelihood and scale of disaster displacement
